The Plant Health & Seeds Inspectorate (PHSI) is part of the Animal and Plant Health Agency (APHA), an executive agency of Department for Food and Rural Affairs (Defra). It delivers statutory services in relation to plant health, plant varieties and seeds and the issuing of licences to release non-native bio-control agents in England. It provides advice and guidance to trade and the public to promote best practice bio-security

PHSI are responsible for:

•           Import Regime for Plant Health Controlled Material

•           Exporting plants and plant products to countries outside the European Community (EC).

•           Plant Passporting and Marketing

•           Tree Health and Plant Biosecurity
